What to do when the engine turns slowly or does nothing

INSTRUCTIONS:

1. Check that ICU is charged. Charge the ICU battery.
2. Do water in the engine test (see ''How can I check the water in the engine'' FAQ). Remove water from the engine.
3. Do the freewheel test. (see ''How do I find out that engine is free to turn. Freewheel test'' FAQ).
4. Test the starter RPMs.
5. If the preceding tests are OK, try to start the engine again.
